Northbrook’s council-manager form of government was adopted in 1953 after a referendum. The Elected Officials, Village President and Board of Trustees, are elected by the registered voters on an at-large basis for staggered four year terms.
The Board of Trustees makes policy much like a corporate board. They hire a full-time professional Village Manager to implement that policy and direct day-to-day operations . Candidates for all locally elected boards are selected in a nonpartisan process involving local caucuses.
The Village Board of Trustees is assisted by a variety of advisory oards and commissions made up of citizen volunteers. Each board or commission has a special area of responsibility and expertise.
